OHMEPA Publishes ADP Pricing Review Report

This OHMEPA report was recently shared with David Schachow, Director, Delivery and Eligibility Review Branch (ADP) and Patrick Dicerni, Assistant Deputy Minister, Health Programs and Delivery Division, Ministry of Health.

The purpose of this report is to provide concrete evidence and data to support our advocacy for fair and transparent pricing.

ADP prices in many mobility categories are a serious challenge for equipment providers. Costs have risen substantially due to inflation and other supply chain challenges, and mobility prices have not increased in over a decade.

This report provides a review and analysis of ADP’s current pricing model and ADP’s Pricing Review Standard Operating Procedure. It identifies some of the significant challenges with these structures and presents three actionable recommendations:

  1. Adjust ADP prices to reflect the increased operational costs and device acquisition cost for vendors.
  2. Streamline and modernize ADP’s pricing review process to provide for adequate margin to allow vendors to operate within the program.
  3. Consider a similar funding model to those of B.C., Alberta and New Brunswick. In these models the rationale for funding levels is transparent and tied to a publicly available benchmark, the MSRP.
